Job Summary

The Site Development Estimator owns quantity takeoff, pricing, and bid assembly for site development, underground utilities, and heavy civil opportunities across our Virginia and Mid-Atlantic footprint. You sit at the intersection of business development, operations, and finance — your numbers fund the projects every other VED employee delivers.

This is a hybrid role based out of our Virginia Beach office, with periodic travel to walk prospective sites with the project executive and operations leadership.

Education

    Bachelor's degree in Construction Management, Civil Engineering, or related field — OR — equivalent direct estimating experience on heavy civil projects.

Additional Educational Requirements

  1. 01
    Continuing-education coursework in cost engineering, scheduling, or Lean construction is a plus.
  2. 02
    VDOT prequalification training a plus for public-works pursuits.

Experience

  1. 01
    Minimum 5 years' commercial estimating experience on site development, earthwork, utilities, or heavy civil projects ranging from $1M to $25M+.
  2. 02
    Hands-on takeoff experience using Agtek, Trimble Business Center, or AutoCAD Civil 3D.
  3. 03
    Comfort building bids in HCSS HeavyBid, B2W Estimate, or comparable estimating platforms.
  4. 04
    Working knowledge of subcontractor scopes for traffic control, paving, signage, and SWPPP.

Qualifications

    Strong analytical fluency: production rates, equipment cycle times, crew composition, and labor burden.
  2. 02
    Excellent written communication for proposal narratives, RFP responses, and clarifications.
  3. 03
    Disciplined documentation — every bid must hand off cleanly to the operations team for buyout.
  4. 04
    Ability to manage multiple active bids and deadlines without dropping detail.

Criminal Background Checks

All Estimator candidates must successfully pass a pre-employment criminal background check and drug screen. Periodic background reverification may be required for projects involving secure facilities or government clients.

Physical Demands

    Primarily office-based with extended periods at a workstation reviewing drawings on multiple monitors.

    Periodic site walks across active or undeveloped land — uneven terrain, brush, slopes — wearing standard PPE.

    Ability to lift and carry plan rolls and printed bid documents up to 25 lbs.
