Job Summary

The Project Manager owns delivery on assigned site development and heavy civil projects from buyout through final closeout. You partner with the Superintendent on field execution, the Estimator on bid handoff, and the Project Executive on owner relationships — and you carry the budget and schedule responsibility for every project on your plate.

This is a fully-loaded PM role: contract administration, change management, subcontractor buyout, billings, RFIs, submittals, scheduling, and OAC leadership.

Education

    Bachelor's degree in Construction Management, Civil Engineering, or related field — OR — equivalent direct PM experience on heavy civil work.

Additional Educational Requirements

    OSHA 30-hour Construction certification preferred.
  2. 02
    PMP, CCM, or DBIA credential a plus but not required.
  3. 03
    VDOT or USACE training a plus for public-works pursuits.

Experience

  1. 01
    Minimum 7 years' construction project management experience, with at least 4 years on heavy civil, site development, or underground utility work.
  2. 02
    Documented experience managing project budgets between $5M and $30M.
  3. 03
    Hands-on experience with Procore (or Viewpoint), Bluebeam, MS Project (or P6), and standard accounting cost reports.

Qualifications

    Strong financial discipline: monthly forecasts, change order log, EAC discipline, and accurate billings.

    Owner-facing communication — confident running an OAC, presenting cost-and-schedule impacts, and building trust with public and private owners.
  3. 03
    Comfort partnering with the Superintendent as an equal — we run a flat field-and-office leadership structure.
  4. 04
    Working knowledge of Virginia stormwater, erosion control, and DPOR licensure environment.

Criminal Background Checks

All Project Manager candidates must successfully pass a pre-employment criminal background check and drug screen. Periodic reverification may apply for projects involving DoD, DOE, or controlled-access facilities.

Physical Demands

    Hybrid office and field role — expect 2–3 site visits per week to active projects in the Hampton Roads region.

    Walk active job sites in standard PPE; climb in and out of excavations and access stairs/ladders as needed.

    Extended periods at a workstation reviewing drawings, schedules, and contract documents.
  4. 04
    Occasional travel to owner offices, design partner offices, and project pursuits.
