Job Summary
The Utility Foreman runs day-to-day field execution for VED's underground utility crews — storm, sanitary, water main, and complex pipeline tie-ins on commercial and municipal projects throughout the Richmond region. You direct the crew, set the pace, hold the safety line, and own production from saw-cut to backfill.
Education
- 01High school diploma or equivalent required.
- 02Trade-school certificate in heavy civil, pipefitting, or related field preferred.
Additional Educational Requirements
- 01OSHA 30-hour Construction certification required.
- 02Confined Space Competent Person training required.
- 03Virginia DPOR Excavation Competent Person credential required.
- 04Trench Safety Competent Person training required (NUCA or equivalent).
Experience
- 01Minimum 5 years' direct underground utility experience installing storm, sanitary, and water mains in a commercial or municipal setting.
- 02Minimum 2 years leading a 4–8 person utility crew as a foreman or lead pipelayer.
- 03Hands-on experience with shoring systems, dewatering, and bypass pumping for live-line tie-ins.
- 04Experience working to VDOT, DPOR, and local water/sewer authority specifications.
Qualifications
- 01Ability to read utility plans, profiles, and field changes; comfort with GPS or laser grade control.
- 02Strong daily-planning discipline — material call-aheads, equipment readiness, and crew assignments.
- 03Willingness to enforce zero-tolerance excavation safety standards every day, every job.
- 04Valid driver's license; CDL Class A or B preferred.

Physical Demands
- 01Work outdoors in active excavation environments daily, in all weather conditions.
- 02Enter and exit excavations safely; work in proximity to operating heavy equipment.
- 03Lift and carry materials up to 75 lbs occasionally with assistance.
- 04Wear all required PPE throughout the work shift, including respiratory protection where required.
- 05Reliable attendance for early starts and occasional after-hours utility tie-ins.
